This was the recommended text for upper division EM course. At that time I was confused as hell going though the course. I did okay in the course. Now that I have re-read it I have come to realize why. The authors use a lot of hand waving and pointing forward and backward in the text llrrain of explaining it.
I was just laziness on there part. I would not recommend this older or the newer edition for that reason.

You can’t understand how electricity and magnetism are related in a non-relativistic framework.
