Could the component model be the issue? You can note that the Output voltage stays high when pin 2 has higher voltage than pin 7 and vice versa. The output is correct as seen on the scope. As grounding unused pins is a practice on electronics, I guess it was the way of the designer to make sure the device was not disabled for a ground wired to that pin.

Any help is appreciated. If the voltage at the Non-Inverting Terminal pin 2 is higher than the Inverting Terminal pin 2the output pin 7 will also be high else the output will be low. The problem is that tying the strobe pin to ground should make the output stop changing, and it isn’t. The LM can work on a Single supply voltage or in a dual supply mode.
